José Centeno y García was a mining engineer and Civil Governor. In 1864 he completed his studies at the Special School of Mining Engineers in Madrid and, after holding various positions in the Peninsula, he went to the Philippines as Chief Inspector Mining, where he carried out extensive research work on which he later based his numerous publications. Appointed Civil Governor of Manila in 1888.
